GSA 8(a) STARS II

8(a) STARS II is a General Services Administration (GSA) multiple-award, indefinite-delivery/indefinite quantity (IDIQ), Government-wide Acquisition Contract (GWAC) reserved solely for 8(a) certified small businesses. It is engineered to provide federal agencies cutting-edge information technology (IT) solutions from award-winning 8(a) small businesses like Altus, pre-qualified by GSA to perform the work, and allows for long-term planning of large-scale program requirements. STARS II enables agencies to earn not only 8(a), but multiple socioeconomic credits possessed by Altus through an established contract vehicle instead of traditional, open market methods – saving substantial time and taxpayer money.

Contract Manager: Mr. David Brashear
Mr. Brashear, President and CEO of Altus Technology Solutions, is the Contract Manager for the 8(a) STARS II Basic Contract. Mr. Brashear will serve as the single point-of-contact and compliance manager for all contracts and orders under 8(a) STARS II. He will harness 21 years of successful leadership experience and management skills to deliver unparalleled Contract Management services to the GSA and its customer agencies.

Corresponding to the contract administration requirements of the Basic Contract, Mr. Brashear will:

– Counsel and support 8(a) STARS II customers regarding the technical scope of the Basic Contract as well as the overall attributes of the 8(a) STARS II GWAC;

– Develop and deliver required reports per the guidelines of the Basic Contract (for our understanding of reporting requirements see “Reporting” section);

– Provide conflict-free, reliable service related to order performance under the Basic Contract;

– Attend required meetings and conferences as necessary;

– Manage the administrative functions as dictated by the Basic Contract; and

– Provide management oversight of sub-contractors

Who can use the GSA 8(a) STARS II GWAC?
Any government agency that does business through GSA can use the GSA 8(a) STARS II GWAC. Contracting Officers must complete a short training course and obtain a delegation of procurement authority prior to issuing task orders on the contract.

Maryland Consulting and Technical Services+ (CATS+)

This State of Maryland Master Contract, effective April 22, 2013 through April 21, 2028, is to enable State government to procure IT consulting and technical services in a timely and economical manner. Through CATS+, the State will have a flexible means of obtaining information technology (IT) resources quickly, efficiently and cost effectively by issuing task orders specific to its needs.

Altus Technology Solutions can provide services in range of CATS+ functional areas including:

Functional Area 2 – Web and Internet Systems. A broad range of business solutions and support using the capabilities of the web and Internet; design, develop, test, implement and maintain web sites, portals, web applications and web services and the associated hardware, software, network and security components that comprise these solutions.

Functional Area 7 – Information System Security. The security of information and computing resources at all organizational levels; including software/application and data security support, as well as disaster recovery planning and risk assessment.

Functional Area 17 – Documentation/Technical Writing.
